YCUSD Facilities Department will provide a high-quality support service to ensure facilities are safe, secure, comfortable, well maintained, and meet educational requirements. The Facilities Team is responsible for new construction, maintenance, grounds, and custodial services. Short- and long-term plans are developed to prioritize available resources to ensure facilities meet current and future educational needs.

It is the goal of Yuba City Unified School District to use energy-saving measures whenever practical. The energy goal is to conserve energy while still providing a comfortable, safe, and healthy environment at the lowest cost.
- Solar panels will be installed in the 25/26 school year at 13 district locations. The sites scheduled for solar panel installs include Albert Powell HS, Andros Karperos, April Lane, Barry, Butte Vista, Gray Avenue, King Avenue, Lincoln, Lincrest, Riverbend, RVHS, YCHS, and the Transportation/Maintenance yard. Most Solar panels will be placed on parking lot structures to conserve space.
- LED (light-emitting diodes) lighting fixtures and sensors are scheduled to be installed in all classrooms in the 25/26 school year.
- Proposition 39 (California Clean Energy Jobs Act) has already funded LED lighting upgrades in gyms and multipurpose spaces at all sites.
- CalShape (California Schools Healthy Air, Plumbing, and Efficiency Program) has provided funding to upgrade HVAC (heating, ventilation and air conditioning) systems at all school sites. Mechanical and operating efficiencies will improve energy consumption. Site assessments and upgrades will be completed in 2025.
- Facilities will continue to identify upgraded technology or operating efficiencies to further reduce energy consumption.

The California Uniform Public Construction Cost Accounting Act (CUPCCAA) is under the umbrella of the California Uniform Public Construction Cost Accounting Commission and provides for alternative bidding procedures pursuant to public contract code 22000 through 22045 when an agency performs public work projects by contract:
(a) Public work projects of $60,000 or less may be performed by negotiated contract or by purchase order (PCC22032(a)).
(b) Public work projects of $200,000 or less may be let to contract by the informal procedures set forth in the Act (PCC22032(b)).
(c) Public work projects of more than $200,000 shall be let to contract by formal bidding procedures (PCC22032(c))

Yuba City Unified School District has adopted the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and invites all interested licensed contractors to submit their company for inclusion on the District’s Informal Bidding List for each respective calendar year. Please see CUPCCAA FAQs below for more information.
NOTE: Companies must submit an application each calendar year.
Per California Public Contract Code 22032, any Public Works Project that is estimated to be at or below $200,000 is subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. All trade categories are subject to Informal Bidding Procedures. Contractors that are interested in being on the Informal Bidding List are required to have a current license and are subject to verification through the Contractors State License Board.
Additionally, pursuant to SB 854, no contractor or subcontractor may be listed on a bid or awarded a contract for a public works project unless registered with the Department of Industrial Relations (DIR) per California Labor Code section 1725.5.
